1,500 unaccounted for in Joplin, Missouri? What do authorities say about this?

I had not been listening to news till minutes ago and just heard this on Eliot Spitzer's program and could not believe it. I did google it and indeed it is 1,500 people unaccounted for. Does this mean that they are considered to have perished?
