What cellphone to buy so that I can download applications?

I am using cherry mobile and it has gprs settings. It doesnt want to connect to internet and I also think that I will not be able to download applications there. Is it because it is not wifi enable? I want a cellphone that I can download web applications for free and the price of the cellphone is P 3000- P 5000 or 69 - 115 dollars. Help. Thanks!
