What is the poem "The Hollow Men" about/mean?

I have read the poem I just don't understand it and I am working on my homework and the question is.. In "The Hollow Men" published in 1925, Eliot presents a bleak picture of his generation. To what extent, if at all, do you think his implied criticism applies to the people of today? I am not asking for you to answer my homework question for me just explain to me what the poem itself means. Thank you for your help. :)
