Can we download only applications in the cellphone if it is wifi enable?

I am just curious cause a lot of people nowadays download programs from internet and then enjoy using their cellphones. I own a Cherry Mobile which is an GPRS and it doesn't even connect to internet. Do only wifi enable cellphones could be used to download programs from internet? I am asking this cause I want a cheap cellphone but then if only wifi enable cells could be used to download net programs, then I wont be able to buy cause its expensive :l
