My brother has got a increase in WBC count also he has severe muscle pain in leg and hands (opposite sides).?

My brother has got a increase in WBC count also he has severe muscle pain in leg and hands (opposite sides). He is not able to walk by himself. Also he got some inflammation in his liver, but hepatitis -ve. First doctor said it is a symptom of tick bite fever, but now he is telling it is negative. When he is getting severe pain, he starts to shiver. What kind of disease is this? This started with fever..
